NADRA to develop CDA’s biometric system for property transfer

National Database and Registration Authority (NADRA) has inked an agreement with the Capital Development Authority (CDA) to develop a comprehensive Biometric Verification System (BvS).

The agreement was signed between Chairman NADRA Tariq Malik and CDA Chairman Amir Ali Ahmed here on Wednesday at NADRA Headquarters. Federal Minister for Interior Rana Sanaullah Khan was also present on the occasion.

National Database and Registration Authority will develop and deploy a biometric verification solution for the process of sale, purchase and transfer of properties under CDA jurisdiction. The system will help reduce forgery and eliminate the deceptive attempts by illegitimate means or persons regarding the transfer of properties in Islamabad capital city (ICT).

Approximately, twenty thousand transactions of sale, purchase and transfer of properties take place annually in CDA. 

Speaking on the occasion Chairman of National Database and Registration Authority Tariq Malik said, “With the rollout of digital eco-system anchored in digital ID, citizens are becoming better equipped to exercise their rights and to prove with unprecedented certainty that they are, in both physical and virtual realms.”

Malik highlighted the importance of a biometric verification system for property transfer- a digitized solution that is meant to transform public service delivery by scaling down the risk of forgery and obviating proscribed transactions in property transfer.

He said the deployment of a digital biometric system foreshadows the attempts of an unlawful act by ensuring the identity of the buyer and seller. BVS will not only bring transparency to the CDA system but also fulfil the compliance of know-your-customer (KYC) in property transactions, he added.

“Biometric authentication is a unique identity that brings transparency in property transfers. National Database and Registration Authority has the capacity to verify the citizens and their family members biometrically to address the challenges faced by any organization,” he said.

He added that NADRA’s biometric identification system will provide accurate identification and minimise the risk of unwanted breaches within the Capital Development Authority. With this type of security system, transactions take place not just by affidavit but by biometrics.

Chairman CDA Amir Ali Ahmed said that CDA’s ongoing digitization venture is further cemented by our partnership with NADRA.

It is pertinent to mention that NADRA’s technical prowess in the field of Information Technology and Data Management is not only recognized nationwide but also acclaimed internationally where NADRA is considered one of the leading system integrators.

NADRA remained engaged and successfully completed multiple enterprise-level projects of national importance and has also delivered multiple International projects successfully which has resulted in bringing a good name to Pakistan.
